Milobinski joins self-funding experts with deep experience in HR & education administration
Total Control Health Plans (TCHP), a nationally-recognized benefits adviser for self-funded employers, has added Jens Milobinski to the team as account executive. Milobinski joins the growing TCHP team following an extensive career, having filled high-level roles in leadership and human resources in education. Most recently, he served eight years as the associate superintendent for human resources for West Ottawa Public Schools. In his new role, Milobinski will be focused on advising TCHP clients and accounts growth.
“As an HR leader and practitioner for many years, I’ve experienced firsthand how difficult it is to navigate limited options and rising costs when trying to meet the needs of staff, while also facing budget constraints,” said Milobinski.

In his previous role at West Ottawa Public Schools, Jens led strategic human resources planning initiatives for the entire school district in addition to core HR functions including staffing, employee counseling, policy administration, performance evaluation, and records management. This experience positions him with a unique perspective to help TCHP’s clients navigate an increasingly complex healthcare system and uncover opportunities for greater control and cost-savings.
